Below is the 2015 cost study from Santa Clara County, the largest and most complete cost study of this kind ever done. Santa Clara County has county hospitals which accounted for much of their costs. San Diego does not have county hospitals, so although the costs are likely similar, they are born by different parties, in this case insurance companies instead of the Count of San Diego. To advocate for solutions to homelessness, it will be important to include insurance companies in advocacy efforts.
